29 At the local level the criteria for identifying broad locations and specific sites for housing will need to take account of:xvi
- The spatial vision for the local area, having regard to the Sustainable Community Strategy.
- Availability of suitable and viable sites for housing development.
- The contribution to cutting carbon emissions that can be made from focusing new development in locations with good public transport accessibility and where there is potential to develop renewable and low-carbon forms of energy supply systems.
- Any physical, environmental, land ownership, land-use or viability constraints associated with particular locations.
- Accessibility of proposed development to existing local community facilities, infrastructure and services or potential to facilitate development of these local services.
- The need to provide housing in rural areas in order to enhance or maintain sustainability of rural settlements.
- Consultation with stakeholders and the community in general.
